Its about scale. Yes there are people abusing every format. The difference is that on z-day, the majority of quest farmers are actually playing the game rather than not, even if it's just randomway. It's nowhere near as degenerate as red resigns. This is why dead formats like codex and HA will probably stick around, as people do actually show up and play for these zquests.

have you not read what was posted in this thread? rr was started after it was announced that hb would be deleted. in other words, its not the format thats causing ppl to do this, but because the lack of competition and the desire to acquire whatever rewards/title that was possible before its gone.
and yes, the magnitude of abuse in hb was large, but there ahve been other instances of abuse that matched it. even if rr really was that degnerative, what does that say about anet who allowed this to happen for MORE THEN A MONTH AND DID NOTHING TO STOP IT?

The abuse that HB recieved from RR and the fact that the format was inherently broken and unbalanced are two separate issues.
The first could have been fixed easily by eliminating the hb z-quest and lowering faction gain, could even go further and make the rank only farmable at x rating similar to champ. The second (as deemed by anet) couldn't be fixed. So if the RR problem is fixed and hb is not adversly affecting the rest of the game then why does it get removed instead of just leaving it alone (discontinued support)?
To save space? I'm pretty sure when they removed ta/hb, my gw.dat file didn't shrink - anyone who buys this game now will still download all the HB maps and rules. And if we're running the same version of the game as the servers then its not saving them any space either.
Less persistent outposts = lower bandwidth? ok. they got rid of 2 outposts out of hundreds across the game, then added 2 more (CA/Zoo). gj.

It was very popular several months before, I was there for it. The win trading was an issue the moment Zquests were introduced, and Anet instituted several specfic countermeasures. They dramatically lowered the HB coin reward less than a month after zquest release to counteract this abuse. Then they removed /roll from PvP matches, which led to the red resigns method of match fixing. HB Deletion announcement just made people start doing it off of zday as well for title farm.

Wait, are people implying that Codex is better? Hell, the devs even know that format is broken now. The TK/devs are looking into ways to improve it, and hopefully they wont add a mAT to it until after that (if at all).
Actually, Codex is even more of a shitter-fest at this point. Guilds are going in with 8 people and red resigning now. It sounds like it'd be hard to sync, but there's really no reason to sync since no one ever plays codex.
Actually, I've never once mis-synced in Codex. That's how bad it is.

lol several months before? ive played about ~7k games in that yr on several accts and almost all rank ranges and ive never seen rr happening once before it was announced. the thing is that there was almost no collective agreement between them until later. i rember it was started by a thread in hb section on this forum by 2 veteran players. before that, however, ive certainly heard about people wanting to do that but ive never heard anyone actually doing it. the only abuse that happend in the low ranks at the time was rolling(mostly on zq days) and several ppl farming eachothers acct in very low ranks.
and rolling has happend for years in hb and anet "just" removed it after about 2yrs? sure sounds like incompetence there
and the thing about zq is not the zcoins, what most ppl are interested in is the balth faction, with is about 6k. with rr u can finish the quest in like less than 10mins, which is why zkeys are in an abundance since then. as such, anet failed once again with their "countermeasures". from any relevent perspective, the players behaviours are no different from players who play wow, lineage, aion, or whatever games. its was anet who failed to deliver. and when players are not satisfied, they quit the game and some most likely will have lost confidence in anet. hb was only one of many such instances

You've got your answer. Alternatively, you could have checked all the old threads. But then again I really doubt that was the reason this thread was created anyway.
